Access to to higher education

Revive the State Scholarship to allow free access to higher education for the top 5% of A-level students in state schools. Eligibility for  such a scholarship would be determined by a State Scholarship examination as it was prior to 1962.

Why does this matter?

University tuition fees, and the constant pressure to increase them, will make it increasingly difficult for able students from poor backgrounds to afford  expensive courses such as medicine. The reintroduction of the State Scholarship would enable able students who can't afford such fees to enroll on degree courses without paying the tuition fee.
