Amend waste control regulations to reduce stupid restrictions

Waste control regulations shouls be amended so that it is easier to recycle a businesses own general waste e.g. paper, cardboard and general office electrical items (computers, flourescent tubes etc.)

Why does this matter?

At present high costs are placed on recycling all business waste including general waste. Instances of firms being penalised for taking used cardborad boxes back to their depot (after delivering goods to customers) for re-use on the next run, because the vehicle was not licensed to transport waste cardboard and the depot was not licensed to receive it, illustrate the stupidity of current interpretation. Most council recycling depots are either unable to accept business general waste or charge a huge price (e.g. £25 for a single flourescent tube). This acts as a major disincentive to recycle.
