chewing/bubble gum tax

Add a punitive tax too chewing gum and bubble gum etc. to pay for the bill involved in cleaning it up! Authorise local councils to increase the council tax of any establishment that sells it to cover their costs of cleaning up after gum is deposited on the high street, seats, or peoples shoes. Introduce a seperate tax on the gum itself everywhere else it is sold. This would be a very popular tax with the general public much as banning smoking in public was.

Why does this matter?

This reduces local and national costs of cleaning up after the gum has been used. The onus should be on the manufacturers to pay for the clean up not tax payers.
