courts to decide all penalties other than fixed penalty motoring fines

Remove the right of anyone other than magistrates or judges to determine any penalty other than fixed rate motoring fines. 

Why does this matter?

It would remove the right for anyone other than the judiciary to say a person is guilty of committing an offence and decide to give them a fixed penalty ticket regardless of their income.  JP's and judges have spent years taking into account income before determining the level of penalty.
