decriminalise TV licence payment failures

It is absurd to put a person in prison for non-payment of a TV licence. 

Why does this matter?

Incarceration for the offence disrupts the family.  The younger children may have to be taken into care while the parent languishes in jail.  Ultimately, it costs the country much more than the cost of a TV licence. 

The licence is supposed to aid BBC programme development in lieu of advertising monies.  However, many BBC programmes are sent to the Far East, among other places, where they are interrupted by many minutes of adverts…
