Several government sponsored agencies existences are very questionable from the point of view of whether they really should be something the government provides or a private enterprise (the BBC springs to mind here). The government should make a charter of services that can be justfied being provide by the government (Police, Fire, NHS, road maintenance, public transport, housing etc.) and make it policy to privatise anything that does not fall into this category so that people do not have to pay for them.
Why does this idea matter?
Why should we be forced to pay for luxuries that we may not want?
