Foreign Truck Drivers on our roads

Why doesn't the Government put in place charges for all HGVs entering our country as our UK drivers have to pay in other countries.  Every day 10s of thousands of HGVs from European and other countries come into Britain carrying far heavier loads than our lorries, doing serious damage to our roads and not contributing a penhy.  Plus they have massive fuel tanks which allow them to carry out their deliveries without even re-fueling in our country, ie not contributing a penny to the damage they are doing to our road system when our truckers are charged £100s for road tolls etc in their countries.

Why does this matter?

My idea is important because the revenue gained would contribute to the damage which 10s of thousands of foreign HGVs cause to our road system every day.
