Fuel poverty and deadwood

Allow members of the public to collect deadwood from public places, including land in the control of the Forestry Commission, without the hindrance or threat of prosecution.

Why does this matter?

In the current economic climate, there are many people in this country who suffer from fuel poverty.  Any person wishing to collect deadwood from public places should be allowed to do so to provide fuel for heating.  It is outrageous that such a unique and zero carbon source of fuel is left to decay because of some ideology that biodiversity is more important than hypothermia.
