offer office space to the unemployed

There should be office space available to unemployed people, for them to write applications, use internet and stationary, and most of all be able to leave the home and do something "at work". There should be staff available for some limited support. I recommend the local library to offer a specialised service, because most of the resources are available at the library without any additional cost. 

Why does this matter?

Unemployed would be encouraged to use the resources more, would reduce unemployment and improve the mental health of the unemployed. All that is required is that one library staff member would be trained to be able to give low-key advice on CVs and job hunting (not on the level of the Job Centre).
