Optional-TV licence fee

Make the tv licence fee an optional annual subscription like sky tv and not a tax.

Why does this matter?

This is an important idea because the tv licence fee costs an average household £145.50 a year which can be unnecessary for those with moderate incomes, The digital switchover is coming in 2012 and people will have more channels available to them as a consequence of freeview and other free media with tv's having digital channels built into them, The Tv licence fee money goes mostly to the BBC and they will only make up a small minority of channels avaible to the public which the other majority of channels are free so it would be illogical and outdated to have a TV licence fee funding one big organisation with a minority of the channels, There are some countries in europe that don't have a licence fee such as spain, portugal and luxembourg.
