Prescription exemption certificates

Restrict Prescription exemption certificates, so that they only cover the specific medication required.

Why does this matter?

Currently Prescription exemption certificates entitle the holder to FREE prescriptions regardless of need. eg. A diabetic sufferer, not only recieves the medication for that condition free, but ALL Medication FREE.

Making the exemption certificate medication restrictive, would save many millions of pounds from the drugs budget.
