Set up a single point within government where businesses can prequalify to bid for public sector contracts – then abolish all prequalification processes by individual public sector bodies 

Why does this matter?

At present many public sector contracts go through a prequalifcation stage before inviting bids -the cost of providing standard information such as accounts, quality management system, referees etc usually in different formats etc costs the bidders a fortune and the appraising public sector body a fortune – easily £100ms a year.  A single pre qualification process would save a fortune.
