If a neighbour damages your property, land or boundary in any manner, then this is deemed a Civil Matter by the Police and Justice System rather than a Criminal Act.

Why does this matter?

Make damages to property, land or boundary a criminal act if the evidence shows it willfully having been perpetrated, even with or without a witness. It makes no sense to have this going on if the Police and Justice system cannot protect people in their own homes. Leaving it to be a Civil Matter only escalates matters, and often law-abiding citizens are forced into unlawful means of thereby protecting their property. Please review this. It is needed to protect the elderly, vulnerable and law abiding citizens in the UK.
