Public Interest (Defense) Act

I am suggesting that there is an Act which provides any person with a valid and complete defence to any non criminal claim or fine including any offence created by local government or quango provided that the defense rests on one or more of the following:-

1. Acting in the wider public interest

2. Providing assistance to any person, group or organisation

3. Intervening to assist or help any person in need of help.

Here are some examples (follows the same notation as above)

1. Clearing snow or debris from your driveway, pathway and nearby road

2. Helping the emergency services when needed e.g road crash or accident.

3. Assistance to someone in distress, in need of medical help, rescuing or who have placed themselves at peril in some way.

Why does this matter?

There are some defences already in statute and common law. However, I feel that people are often too frightened to act for fear of being sued. An overarching Act such as this could consolidate such defences and strengthen the position. It seems+ odd I am suggesting introducing new law, but if the Government want people to take more responsibility, then they need to feel safe to do so.
