removal of unenforceable legislation

I suggest that, as a general principle, laws that cannot be enforced (or that insufficient resources are being provided for their enforcement) should be repealed.  An example would be the use of mobile phones in vehicles where the Highway Code could be used to cover this aspect as a recommendation that would be used as evidence in any prosecution following an incident

Why does this matter?

When laws are known to exist but are ignored or flouted with impunity the whole system starts to deteriorate.
