Remove all council tax exemptions for lazy landlords

Remove all the exemptions to the payment of council tax including those for keeping buildings empty. 

To complement this idea I recommend :-

+ Ensure that the property owner becomes liable for any council tax underpayment by tennants. 

+ Only the successful completion of the planning process can remove the requirement to pay council tax following demolition for redevelopment.

Why does this matter?

This will encourage landlords to find tennants for their properties rather than just sitting on the asset and waiting for the market to rise.

Councils will have a clearer idea of the total amount of income from council tax that they will be able to receive.  And, with fewer exemptions, the total bills for tax payers could be reduced if this is to be revenue neutral.
