Remove the ban on pearlescent tungsten lightbulbs

At present if you wish to buy a lightbulb you can either buy an 'energy effcient' one or a clear tungsten blub. You cannot buy pearlescent tungsten blubs.

Remove the ban on pearlescent tungsten blubs and if necessary levy a tax on them (on the basis that they are less energy effecient) and allow the people decide if they which ones they wish to buy

Why does this matter?

Energy effecient lightblubs takes a while to warm up and emit sufficient light. This makes them ineffecitive and in some cases dangerous for some situations (hall ways, stairs etc) where instant light is required.

The clear tungsten light blubs give off a harsh light which is not always approapriate. There doesn't seem to be a happy medium. This ban feels like a retrograde step making our homes euther dark and dingy or too bright.
