Prostitution is an activity that has existed since 'civilisation' began.  It is clearly not amenable to laws against it, so much better to face reality and make the activity subject to the normal trading laws (misrepresentation, safety etc).

Why does this matter?

Save money on policing, imprisonment; improve health and safety of sex workers by allowing brothels; make it less 'naughty'.  It will also be more acceptable to tax the activity if it is not a condemned activity; prostitutes would have more confidence in coming forward to report violent clients or crimes they witness.
