Repeal regulations for horse passports except for foreign travel

Regulations which require horse owners to register for and acquire expensive passports for their animals, which may never leave their home, should be cancelled. 

Why does this matter?

Possibly one can see the need for horse passports in countries which eat horses, thus tracking their movements just like cattle and other food providing animals. Currently it is a legal requirement that whenever a horse is moved that its passport travels with it – this might be to a local show, for instance or down the road to a new owner.

In this country we do not, as a rule, eat horses and so this legislation in an unnecessary waste of everyone's time and our (the taxpayer's) money.

Transportation abroad is another matter, just like humans and other livestock paperwork is required – but for domestic travel it is a nonsense.
