Repeal tenancy deposit protection scheme

Currently Landlords must place deposits with a third party (which involves cost and admin).  Replace this with a rule that the Landlord can charge double rent for the first month, but cannot sue tenants for damage unless the damage exceeds that first month's entire rent.  this is rough justice, but cheaper justice overall and would reduce bureacracy.

Why does this matter?

It would reduce admin for landlords, would let tenants know where they stand, and simplify the process enormously.  It would make business easier and encourage renting.
