Repeal unenforceable laws

There are too many laws enacted these days which although many people agree with them they are unenforceable and should therefore be repealed.  I totally agree with laws banning the use of mobile phones while driving, littering (both paper and dog) etc etc.  There are many others too many to mention.  What is the point of having them if there is no-one to enforce them and this situation will get worse if there are fewer police around to enforce them

Why does this idea matter?

Why have laws and legislation if they are not enforceable.  While I think that there should be laws banning the use of mobile phones whilst driving it is pointless if a law is generally unenforceable.
