Restrict benefits to need on arrival in the welfare system

Assess families' financial needs at the time of losing work or the time of needing benefits and then pay the amount needed.  If families choose to have more children, their benefits, including housing provision etc, should not increase. 

Why does this matter?

This would reduce the welfare bill and ensure the money in the welfare system is available for those who really need it, not those who choose to stay in the system and increase their dependency on the state.

As a taxpayer I am happy to support families in need if they lose work but do not believe that those families should choose to expand and have more children, whilst on benefits, at the taxpayers' expense.
