restrict the power of police to impose bail conditions

police should only be able to release people on unconditional bail, if they wish to add conditions they should have to apply to a court.

Why does this matter?

police bail conditions (sometimes even pre-charge) have been used extensively to prevent people from engaging in legitimate protest. while conditions can be challenged in court this is time consuming and costly to the taxpayer, and often the effect of preventing legitimate bahviour has already been acheived, and there is no accountability of the custody sergeant responsible for imposing the conditions in the first place
