Reversing the Classification of Tortoises as wild animals

I would like the classification of tortoises as wild animals to be reversed. There is a wonderful place in Cornwall run by a retired couple who rescue tortoises. They look after around 400 at a time every single day of the year.

The council have said they now need to get a zoo licence because tortoises are classed as wild animals. This of course is massively expensive and they would have to shut down as they are a non profit organisation.

Why does this matter?

This idea is important because such brillant work such as this should be supported, not trampled out. This couple provide a wonderful home for these tortoise and also pass them to loving families, they ask for nothing in return .
