Road Tax

Road tax should be abolished, with only a registration fee for a new vehicle, and a transfer fee when the vehicle is sold.  These fees should cover the costs of administering the service.  The loss of revenue should be made up by an increase in fuel duty.

Why does this matter?

This would cut administration costs, and the higher users would automatically and unavoidably pay for their greater usage.  Freedom of choice with an eco friendly bias ticks good boxes with no visible downside.  Reducing DVLA staff should also be possible.
