Sale of harmless drugs at chemists

Allow relatively harmless drugs, hayfever eyedrops for example, to be sold at a chemists regardless of whether the chemist is present in the shop at the time of the sale.

Why does this matter?

Small market towns and villages with chemist shops often have an absent chemist, lunch break, comfort break, tea break, etc. etc.. And customers waste considerable time being refused service by an assistant because the pharmacist is not present.
