Stop nonsensical automatic penalties

Where a company has been put into dormancy or someone's tax return has been zero for some years (while they bring up children, for example) the situation should be assumed NOT to have changed until and unless the relevant authority is notified.

Why does this matter?

In other words, a struggling single mother should not suddenly be faced with a #750 fine for not informing Companies House that they are still too busy to take their company out of dormancy!!
