Stop the Police legally exceeding the speed limit

I understand that under the current provisions of the Highway Act, a warrant carrying, on-duty Police officer  is excused the speed limit. This has led to numerous publicized incidents of officers tearing around town to collect their take away or test the latest pursuit car with no concern for the safety of the general public.

Why does this matter?

 On duty offices should be obliged the obey the advertised speed limits like everybody else unless they are answering an emergency callout, have a flashing blue light and are sounding their siren.
