The TUPE regulations may deter many VCS organisations from entering into contracts with Health or Local Authorities because of the very favourable pension , redundancies and benefit schemes which are paid to these employees.

It would help if the government could either underwrite these contracts for the first few months or ensure new contracts include the associated costs.

Why does this matter?

This would enable the Voluntary Sector to compete for Local Authority and Health contracts and therefore help create better value services.
