We already have the Criminal Records Bureau and, in my opinion, the setting up of the ISA is a step too far. It has the potential of 'criminalising' innocent people based on allegations which cannot be tested in a court. One is reminded of the Committee of Public Safety, which sent many innocent people to the guillotine at the time of the French Revolution, based on denuciations by fellow citizens. Even Chairman Robespierre eventually fell foul of it!
