The Glover Report of November 2008 laid out sound principles for energising the SME businesses in the UK by sorting out the mess which is Public Sector Procurement, instead we have adopted even more cumbersome processes which make in not economical to submit tenders where we would be the MEAT because of low overheads. Instead, larger more constly suppliers are engaged because of the ludicrous impedements applied.

Why is this idea important?

This country relies on SME's for the vast majority of its employment yet they are at the bottom of the value chain in all legislation.
