In some areas cyclist and pedestrians already share the use of pavements and walkways.  The law could be replaced by one effectively compelling cyclists to respect other pavement users, i.e. cycling dangerously or without due care and attention would be illegal.

Why is this idea important?

Allowing cyclists the right to use pavements might encourage more people to use bikes, better for them better for the environment. 

It's confusing at the moment that sometimes cyclists are encouraged to use a cycle lane that's on a pavement but then the cycle lane just disappears. Money is being spent unnecessarily by local councils marking out cycle lanes on pavements.
