Remove the Hazard Perception Test element of driver training.  This tests only the ability to pass a computer based Hazard Perception Test.  It adds nothing to driver safety and simply adds cost to the driver training process.

Allow smallcraft including commercial and recreational craft (yachts etc) to use red diesel

Allow smallcraft including recreational craft (yachts etc) to use red diesel.  Fuel tax helps pay for the road network and is charged to road users.   It is also now charged for yachts and small boats – but they do not use the roads!  

Red diesel has not had fuel tax paid on it.  It is used by agricultural vehicles and large ships / fishing craft that do not use the road system.

Remove the requirement to buy a TV licence.

The BBC should be paid for from normal taxation.   Collecting the TV licence is expensive, wasteful and inefficient.  We did away with dog licences and radio licences some time ago; we don't need a PC licence or a mobile phone licence …. why have a TV licence system?

Make MoT tests every two years for newer cars.

MoT tests are annual from the car's third birthday.  But cars today are much more reliable than when this regulation was introduced.  The start point could be changed to year four or five and the tests made every two years until the car was, say ten years old.

Scrap the ‘Institute for Learning’ Quango

This Quango is not needed.  It adds an unnecessary layer of regulation onto a sector that was doing well.  It prevents many people from teaching in the FE sector, for example those who simply taught a few classes a week.

This amendment to the Building Regulations, known as “Part P”, classifies electrical installation work into two basic categories, notifiable and non-notifiable. Notifiable work has to be approved by the Local Authority.
