Part P of the building regulations scrapped!

I am a fully qualified JIB Approved Electrician with 18 years experience. Since Part P of the building regulations was introduced I was suddenly not allowed to carry out certain works in a domestic property unless I paid a fee to a "Part P Scheme", however 5 day "part P" training course's sprung up and now bricklayers with no experience are doing the 5 day course and then carrying out electrical work in people's homes!

Who would knowingly have someone carry out electrical work in their home with only 5 days experiance? In order for me to gain my City & Guilds in electrical installations I had to go through a 4 YEAR intensive training program and once that was completed I took various other courses such as a 6 week C&G 2391 testing, inspection & certification, so how on earth can a 5 day course be adequate.

As all electricians know, we are always learning in this industry and you cannot learn the entire BS:7671 2008 IEE wiring regulations and gain the nessacesry experience required in 5 days flat. Nobody would let someone carry out a surgical operation on them with only 5 days experience, electrical work is no different. One example is a local kitchen fitter, he used to pay good local electricians to carry out the electrical work for him, and then arrived "Part P", he did a 5 day course and added to his van "House Rewires" just below "kitchen installations" Would you let a self tought kitchen fitter rewire your home if you knew the truth of his training? As he isn't even a qualified kitchen fitter let alone an electrician. I have refused to pay this stealth tax for Part P registration therefor I no longer carry out domestic works, I leave it to the bricklayers and kitchen fitters (their prices are always cheaper as they don't know what they are doing, you get what you pay for) Part P is a licence for unqualified inexperienced incompetent people to carry out and legally certify unsafe work.

I get inundated with "Part P" builders, plumbers, shoe menders plasterers, tilers, kitchen fitters, dress makers, computer programmers, shop owners ect….who did the 5 day part P course and now carrying out electrical work, phoning me and asking me the simplest of electrical questions on problems they have. I now advise them to go back to dress making and leave electrical work to the professionals. If I had a penny every time I saw someone in a DIY store holding a cooker switch and gazing at some door bell wire (as it's the cheapest cable) I wouldn't need to work.

Another example is, I had been asked by a letting agent to carry out a Periodic Inspection Report on a domestic property which was to be rented, the inspection failed due to having NO MAIN EARTH, this is enough to condemn the installation as it could be an electric shock risk, we all know that electricity can kill. To my amazement the owner told me he had it recently tested by his own Part P electrician who signed it off as safe. It was clearly evident that the Part P so called electrician had installed bonding to the mains gas and water service, but as he could not fit the new earths into the earth bar he disconnected the MAIN earth in order to connect his bonding cables, leaving the installation worse off than before he started.

Another example, A letting agent called me out to a property where a child had received an electric shock from a cable in the garden, when I arrived I was shown to the garden where I found an exposed live end of flex sticking out between the gaps in the patio where the children where playing, unbelivable I know. I completly removed the said cable and unsured it was made safe, I also advised them it to have the property fully Tested & Inspected as I had also noticed the shed was not RCD protected and there were numerous other dangers. I was stunned when I was informed they had only been in the property a couple of weeks and the property had been tested before they moved in. I aksed if I could see their paper work on the inspection and they showed me a peace of paper which showed it was a worthless made up inspection report a washing machine repair man had made up on his computer, all it had on it was the installation address a few tick boxes and his signature stating the installation was safe.

I informed the letting agent of my findings at the property and of the paper work I had been shown, I did my up most best to explain to the letting agent what this guy is doing and that the Certifiacte he produced was worthless and he had signed of a dangerous installation where a child had an electric shock due to his incompetance as safe but they did not seam to care as he was cheaper than everyone else and he was Part P registered. The numerous Part P schemes need to be scrapped as they do not work (there is nothing to stop joe bloggs popping to a DIY store, buying the wrong materials and carrying out the unsafe work himself – as its cheaper) and all electrical work to be only carried out by licenced JIB electricians.

You should not be able to even buy certain electrical items such as fuse boards ect without being registered with the JIB (Joint Industry Board of the Electrical Contracting Industry) and no more. I know of people who have had no training what so ever but they are working on building sites wiring new homes, shops ect… working for a registered company so they are getting away with it.

Streamline the Tax and Benefits system.

National Insurance should be merged with income tax. (And ideally local taxation should also be included in this merger)

The personal tax allowance abolished and should be replaced by an equivalent cash payment to all UK resident citizens. (This could be referred to as a basic income). All benefits would then be reduced by this amount.

Benefits would be phased out for those able to work, they would be replaced by guaranteed casual work being available. This work would initially be community work, whether it be helping charities or environmental schemes. It could be helping with local festivals for example.

This would be 5 days a month, there would be as much flexibility as possible in the timing. The entitlement would be transferrable between family members. It would approximately minimum wage. (Those with reduced basic income would be able to claim up to 10 days a month.)

Basic income would be based on the number of years spent contributing to the tax system. (Children on becoming 18 would be regarded as having up to 5 years of contributions, 1/2 a year for each year they have attended school in the UK.)

The minimum payment would begin after 5 years of contributions. This would be aimed to be approximately the difference between 1 day a week at minimum wage and current jobseekers allowance for a young person.

After 10 years of contributions this would raise to be equivalent to the difference between one day a week on minimum wage and the current adults’ JSA.

Stop racism against the ethnic English

Multiculturalism will never work as it racist against the native ethnic English. The fanciful concept is based on the oppression and ethnocide against the native ethnic population of  England.  Multiculturalism by definition needs to eradicate the native culture and people, the native ethnic people and culture of the English and England (we era not a mongrel nation-learn your history and do not be racist). The English created England and named it after themselves.

Today most people would quite rightly be disgusted if they heard of a native ethnic population and culture being eradicated in its own land  for the benefit of the failed Multicultural project. Yet today in England the ethnic English, the native population of England are subject to state backed racism and bigotry in our own country. Our ethnic English history is not be taught or is being re-written to accommodate PC lies and disinformation. The ethnic English are being banned from applying for jobs in their own country because of who they are and their skin colour. Their ethnic identity of 'ethnicity  white English' is not to be found on monitoring or census forms. Whereas other peoples ethnicity is!  The ethnic English are being forced down the waiting list for council properties due to asylum seekers and loosing jobs because of over population. England is the fourth most densely populated area on earth.

There is no labour shortage or need for immigrants from the EU or elsewhere. In a civilised country it is for the state to make sure the native ethnic English and existing population is always trained, employed and housed at all times. Why are successive governments not doing this? Yet pulling out the stops to accommodate unnecessary immigration. This must be a bribe for votes and symptom of Multicultural fanaticism at all costs.

And governments continue to refuse the ethnic English to once again have their own parliament where only English people can represent and vote on English matters! Yet England is largest and oldest nation in the British isles. Again this is case of bigoted multiculturalism where the native ethnic population is subject to ethnocide. There must be an immediate end to immigration. This also means leaving the illegal EU, contrary to what politicians say the EU has no jurisdiction or sovereignty in England.

We need to immediate and permanently leave the illegal EU, the pointless Human Rights Act and so end unwarranted and unnecessary immigration. By doing this the fast approaching maelstrom can be prevented. England has the Magna Carta, English Deceleration of Rights The English Bill of Rights, Common Law and Act of Settlement. All these are our constitution and cannot be rmeoved contrary to what politicians say. And I am speaking ethnic Englishman who has friends of various ethnicity.

Lift off the ‘restriction to work as a doctor in training’ from Tier 1 general visa

I suggest lifting off the 'restriction to work as a doctor in training' from Tier 1 general visa.

NHS is facing a recruitment crisis at the junior doctor's level as there are not enough UK/ EEA candidates to fill the junior posts and we still rely on International Medical Graduates (IMGs) to run the service smoothly.

High standards of training was one of the main charms for IMGs to come and work as a doctor in the UK and this attraction is lost now because IMGs are barred from taking up training posts because of the above visa rules. Since overseas doctors do not have the opportunity of training and progression in the UK it has become extremely difficult to attract them, hence accentuating the recruitment crisis. 

In order to meet the demand NHS trusts are having to sponsor work permits to recruit doctors in training jobs . This makes the recruitment process more complicated and expensive taking into account the cost of repeatedly advertising the posts to prove that the resident labour market test has been applied, organising several rounds of recruitment and finally the cost of sponsoring the visa. Whereas if the restriction from Tier1 visa is lifted off a reasonable number of doctors will be able to apply under this category without jeopardising their progression and they will pay for their own visas with no need for their employer (NHS) to waste money on sponsoring and arranging a visa.

With the introduction of a cap on immigration, recruiting doctors on short term work permits may mean a very unstable medical workforce in the country. And  if doctors are needed in the country whether they are on a work permit or Tier 1 does not alter the number of immigrants by any means.

I would like to site my example to prove the above, I was appointed as a junior doctor on the PMETB approved core medical training programme in Sheffield in August 2009 on a work permit for 2 years to cover the 2 year duration of my core medical training. At the end of these 2 years, I need to reapply for further 5 years of training to become a specialist. I am eligible for a Tier 1 visa but if I take this type of visa I will not be able to continue my training. If I do not apply for this visa I will not be eligible to apply for the first round of training recruitment despite of my knowledge and skills which make me a highly appointable candidate. I will have to wait for an employer to prove that I have passed the resident labour market test and then sponsor my visa. This may lead to a gap or perhaps discontinuation of my training in the UK, forcing me to leave and continue my training in another country. It also brings in a lot of uncertainty about my leave to remain in the UK in case I do not find an employer to sponsor me. 

Having completed the United States Medical Licensing Exam, I would rather apply for a training job in The States than go through the stress of uncertainities about my future in the UK. Most of the doctors in my situation feel the same way and this is how UK is losing its medical workforce to The States or to Australia and Newzealand.

Had there not been the restriction on Tier 1 visa preventing doctors to work in training posts, I would have been able to shape my future in the UK and have the privilege of staying close to my siblings who are doctors on the old unrestricted HSMP visa!

Smoking licenses for pubs

I know there are a lot of similar ideas to this one, but I want to make it very clear that I nor any other smokers would call for a complete repeal on the smoking ban, it has already gone to far , it is too late, in hindsight maybe we should of stood up before the ban and said "this is not right, we want equal rights" etc, anyway i digress,  My proposal is a system wear a pub owner will apply for a "smoking license" where there will be a set of regulations the pub must follow in order to attain this license, also to keep it. The license could be for either of two things or even both, A full smoke friendly premises, a non smoking premises, or a mix of the two, this would obviously include well ventilated rooms with extractor fans and other measures to prevent smoke from entering the non smoking area ( i am sure this is not beyond the technological ability of a race that sent a man to the moon lol). I am fairly sure that the only people who will object to this idea will be the Anti-smokers, having said that , lets keep this debate civil and proper. NOTE: Nick Clegg has already said that he will not be considering altering the ban, however if we are loud enough maybe we can at least trigger a debate in the commons.

End/Reduce Collection of Data from ISPs

ISPs have been bullied and cajoled into keeping vast quantities of information about every single action a person takes online, and being well versed in computers, I can avoid this if I so wish.

Therefore, those who are most dangerous and require monitoring are completely able to ignore this and pass straight through the net, no matter how many 'restrictions' are placed on it.

It criminalises the innocent, leading to paranoia about something that should be essentially private. Do not trade any more of our freedom for security, if anything we should be given our freedom back, and refuse to live in fear.

End the requirement for religious broadcasting on the BBC

I would like to end the legal requirement for a percentage of the the BBC's broadcasting time to be spent on religious affairs.  The majority of people do not attend church or other religious establishments and we should not be continuously subjected to news and debate on whether there should be women bishops in the church of England etc.  If the BBC feels that there is a big enough audience for religion they should dedicate a radio station or a TV channel to that subject.  Too much news broadcast time is taken up by church affairs and we should instead be hearing about international news which is much more important.

Why is this idea important?

I would like to end the legal requirement for a percentage of the the BBC's broadcasting time to be spent on religious affairs.  The majority of people do not attend church or other religious establishments and we should not be continuously subjected to news and debate on whether there should be women bishops in the church of England etc.  If the BBC feels that there is a big enough audience for religion they should dedicate a radio station or a TV channel to that subject.  Too much news broadcast time is taken up by church affairs and we should instead be hearing about international news which is much more important.

If a person has come to the UK for a new life, who is married always paid taxes and been living in the UK for over 10 years I feel should not have to pay £720 for citizenship this is a lot of money to find and unfair.

I have always been amazed why tampax and other ladies sanitary wear is taxed these items are not a luxury. And I thought when Thatcher was PM she would have made these items zero rated on VAT.

Give 50% of Govt ICT contracts to companies with turnovers under £20m

It has been reported that the Govt is paying £105m for the HMRC website over a period of three years. By any benchmark, HMRC is paying a top price for this. It has also been reported that 85% of Govt IT contracts go to only 6-8 large suppliers. Cut free the Govt ICT marketplace from this overpriced restricted supply chain where the major barrier to entry is not price or capability but a tendering process that puts off a lot of capable smaller companies from going through the bidding process. This can be done easily by reserving 50% of Govt ICT contracts for smaller SME's. This would not be anticompetitive as at least 50% of the UK's ICT industry outside Govt resides in these smaller SME's anyway. The control order regime should be scrapped. Control orders effectively punish people without giving them a fair trial. They are not compatible with respect for human rights and they impose severe restrictions on the liberty and rights of people suspected of involvement in terrorism-related activity. If people are suspected of a criminal offence they should be charged and given a fair trial.

Ban loud vehicle exhaust modification

Ban people modifying their cars and bikes to have louder exhausts than the ones they come with. There is no reason what so ever for these people to have loud exhausts apart from misguided vanity, yet the general public have to put up with their right to peace and quiet being removed by a few idiots. Scrap work permits entirely.If someone is legally resident in the UK, let them work and contribute to the economy instead of being economically inactive.

EU nationals are already exempt from the need for work permits and more people will become exempt as the EU enlarges, so why not hasten the demise of these documents and the bureaucracy that goes along with them?

Britain is very lucky to have an outstanding network of canals which today are used mainly for leisure boating.  The British Waterways Board has had on ongoing program of construction and improvement but it has not enough resources.

Compared to the billions spent on useless projects, the return on investment on the British canals would be very good indeed, for the countryside, and balance of payments.

Cancel Council Tax

Have local taxation linked to, and collected by Inland Revenue so that it's based on income and not property value. This would mean that it is calculated and administered centrally, so that over 200 local authority council tax departments will be not needed= big savings. Local authorities will be held to account by central government who will have more incentive to pressurise expenditure downwards.

Raise Motorway Speed Limit to 100MPH & Scrap 20 MPH Zones

I wish that laws were based on normal responsible people and not on the lowest common denominator of intelligence.

Speed limits should rise to 100 MPH on the motorway as contemporary vehicles are considerably better equipped to deal with breaking and avoidance of collision. Are we all really so inept and thoughtless that we cannot handle 100MPH? Of course not, it would mean that instead of ignoring the law, drivers would finally respect it.

Remove ALL 20MPH zones other than outside schools. Again, the inclusion of 20MPH zones is based solely on the lowest common denominator of driver. Everybody I know can stop just as easily at 30MPH because, wait for it, they use their heads while driving and keep an eye on the road ahead, like most people.

Bank holidays just lead to horrendous congestion and queues.Why not just add the equivalent number of days to people's annual leave entitlement which would then be spread more evenly throughout the year leading to better service from banks,shops etc. which could remain open.

Allow teachers to be ‘physical’

Power needs to be returned to teachers. Teachers need to be allowed to restore discipline, defend themselves and physically move kids who need to be moved (ie removed from class or in a fight). This is not a return to capital punishment, just – dare I sound like a Daily Mail reader? – common sense.
