So-called Civil Enforcement Officers should return to being Parking Wardens. Their current powers to issue fixed penalties for offences other than parking ones, should be handed back to the police or, alternatively, to Police Community Officers.

Why is this idea important?

The extension of powers to so-called Civil Enforcement Officers is a further encroachment on civil liberties to the extent that the right to issue penalties for issues other than those involving illegal parking ought to be in the hands of law enforcement officers.

In my area, these Civil Enforcement Officers are often very young men who are seen regularly riding around at excessive speed on mopeds and very often displaying 'L' plates.
