Where traffic is controlled by red lights

Allow cyclist to proceed with caution on the main highway at a T-junction where the main carriageway is joined from the right. 

Allow cyclists to filter left at junctions with caution

At pedestrian crossings, allow cyclists to proceed with caution if the crossing is clear. i.e. a red is equivalent to  flashing amber.

Why is this idea important?

Junctions are where most cycle/vehicle collisions occur, these moves will allow cyclist to get away from motor vehicles more quickly. Cyclist are vulnerable when starting as they do not have the speed to take evasive action
