Elderly are becoming targets for the druggies etc if in town centres
drug suppliers are coming into these areas but we would not have this if the addicts concerned were in a more deserted area
These hostels or accomodatio housing should not be in the centre of towns, but be in the outskirts
same with difficult or dangerous children too
