Government regulations restrict the ability of Nursery Schools to charge fees to top up the 15 hours 'free' entitlement that they have to provide to parents. This is not only massively bureaucratic but severely restricts Nursery Schools (and parents) who want a higher quality early years education.

Why is this idea important?

Quality nursery provision costs money; the current EYFF regulations cap what a nursery school can charge at £4.60 per hour.

This is forcing private nursery schools to employ fewer, low paid staff or face closure.
