The HRA should encompass all 'authorities', organisations and individuals or it should be repealed and substituted with legislation that is universal in its application.

Why is this idea important?

The notion of the application of the HRA to public authorities or delegating public authoritiesmakes it a legal nonsense particularly if, as this government seems intent, the public sector is to contract with more activities to be undertaken by the private and third sectors.

The HRA as currently construed is a half way house that excludes the actions of non-public authorities,  EIther the Act should be all encompassing with respect to the human rights of individuals or it should be repealed when a universally applicable substitute can take its place.
