Homeless people, and anyone actually, should be allowed to pick food out of a bin or skip without being guilty of theft. Shops often dump lots of food into their bins because it will be past the "sell by" date the folling day. Unfortunately, I think that taking from a bin is technically theft at present.

It would clearly have to be a bin or skip and breaking entry would not be allowed. There would be an implied acceptance of risk on the part of the food taker and no liability for the food dumper.

Why is this idea important?

Would be good because homless people get the food, without breaking the law (win win).

Also, would reduce the food available for rats, seagulls and foxes. And reduce landfill.
