This is meaningless red tape and many clubs are already breaking the law because it is riddiculous.
Whe law abiding people start to decide what laws to follow you are in trouble!
Repeal the element of the Gambling Act that means small organisations like schools, scout grouops etc are now obliged to inform the local council if they are holdung a raffle (ie gambling).
