Stop handing out cash to people on benefits.  Vouchers for fuel, food etc could be allocated as they are for other things such as baby milk and school uniforms.  Why should benefit money be spent on drink, drugs, clothing, cigarettes etc.  If you are on benefits your priority should be for the basic items first, IF you have money left over then, yes, use it for extras.

Why is this idea important?

This would channel benefit payments to where they are needed, not for cans of lager, but for food and fuel costs.  Yes, there is a stigma attached to receiving vouchers – but this also acts as an incentive to get off benefits.
