Any Government website should have enough capacity to be useable – particularly when asking for public contributions.  Thus they should not time out, they should serve pages within say 1 second on a reasonable broadband connection and they should not serve up error messages such as "

Error 503 Service Unavailable

Service Unavailable"

or

Bad Gateway (502)

Why is this idea important?

Because Government websites soliciting public input but not providing capacity:

  1. Devalue the concept of public consultation and encourage the concepts of fake consultation and spin.
  2. Descriminate against those unable to access the system
  3. Restrict Free speech
