The information on Disclosure certificates is used by the employer to make a recruitment decision. This decision is delayed by the current process with its excessively long "Service Level Agreement" rules i.e 60 days before a Disclosure application can be escalated. In a society where it is important to ensure that the right people are employed to work with vulnerable groups, a much quicker system of checking is required.
The current system is overburdened and time consuming, with some Disclosures taking two, three or four months to come through. Meanwhile the applicant is waiting to start work. I would suggest that those people with offences that merit being included on a barred list have their National Insurance Number flagged and a simple electronic checking system be introduced on the HM Revenue and Customs site whereby employers within regulated activities can do an immediate electronic check during the earliest stage of recruitment.
