It is generally accepted that the majority of crime is “low level”. It is also generally accepted that short custodial terms only serve to increase the criminal’s knowledge of criminality.

Having a minimum term of one year will allow the state to properly oversee the criminal’s re-education and rehabilitation.

Why is this idea important?

Whether in prison or somewhere else the minimum term of 1 year will allow the miscreant time and opportunity, if correctly governed by the appropriate authorities, to come off drugs, understand how they can help themselves and gain the qualifications they have missed out on; with appropriate staff overseeing their progress and identifying their potential.

Short custodial terms are useless, longer ones are a deterrent and can be made effective
