Any law that is not enforced because there is no funding (money) or enough employees to enforced it should be repealed even if the law itself is good.  No littering .. is almost never enforced.  No dog fouling  … is almost never enforced.  Drinking in public places does not need a law of its own  … it should already be covered by public nuisance laws.  

Why is this idea important?

Laws that are not enforced make a mockery of our system of government and law making.  I think that lots or laws are made just to give politicians the feeling that they have done something in their time in government.  Remember Parkinson's Law, works expands to fill the time available to do it.  Thats politicians and law making for you.
