Local Councils to fine households for minor issues such as bins too full
The review and change of the laws that allow local councils unrestricted ability to place on the spot fines for poor household waste management. Costs of enforcing this should be redirected to enable easier recycling. The stick does not work.
Why does this idea matter?
Across europe people are encouraged to recycle by making it easy to do so. the fact that some busy body council "bin police" can fine a person for a bin being open an inch, or putting bins out a few hours early is absurb. This can not be useful in 2 ways, it creates further a them and us situation and a sustaintial change in recycling will not be acheived with a stick.
