Make the law biased towards the complainant instead of towards people's right to do what they want through the night.

A person's basic right to rest should be prioritised between the common hours of 7pm -7am.

If they complain of noise then the complaint in itself should be sufficient and strictly enforced with community police visits. Any defensive counter-claims are to be dealt with after the first complaint/case is satisfied.

Why is this idea important?

As we get ever more populated in urban areas it makes sense to prioritise the encouragement of facilitation of rest for workers than the support of 24hr party for keepers of unsociable hours.

The law needs to reflect this by forbidding or arranging a satifactory arrangement over the use of sound-generating devices – including TVs – IF they are causing disruption to neighbour's sleep patterns.
