Cyclists should be required to display registration plates which will identify them when caught breaking the Highway Code. This will enable the tracking of stolen bicycles too and ensure that incidents of infringement are followed up with fines and penalties. They should also have to pay for insurance against personal injury claims for when they mow peole down on pedestrian crossing in London.
Why is this idea important?
Most law abiding cyclists would not be affected by the need to register – just the offenders. I wouldn't charge for registrtion but I would apply penalties for failure to do so and infringements. Road safety classes could be run as a profit making venture and insurance companies offering discount to "qualified" cyclists.
Responsible commuting by cyclists improves conditions for all road users.
