Many roads have been changed to cul-de-sac because the council has put a barrier across it to stop cars from using it.

Why is this idea important?

These roads are often call perjoratively 'rat-runs' before they are closed. Closing them up produces congestion, increases fuel consumption, makes it difficult for emergency services to gain access to the cul-de-sac and other roads accessible from it.
